What is a Proxy?
A proxy is a person the student authorizes to access certain university information or perform approved actions on the student's behalf. Proxy access does not include access to Touchnet.
Note: Proxy access does not give access to Touchnet. Parents must be set up in Touchnet as Authorized users to make payments, view billing statements, and view 1098-T information.
Setting Up Proxy Access
Follow the steps below to guide a student through granting proxy access that allows communication with the student accounts office via phone or email.
- The student logs into Self-Service at appalnet.appstate.edu.
- The student selects the Student tab, then Proxy Access.
- On the Proxy Management page, click Add New, then enter the required information to grant the requested access.
Note: If they have already created a proxy relationship, those relationships will be displayed on this page.
- Fill out the required information for your requested proxy and select the most appropriate relationship.
Note: Passphrases are not required, but you must add one if you want your proxy to have authorization to call and ask questions.
Passphrase
A passphrase is a security code created by the student that can be shared with a parent or other trusted individual. It allows university staff to verify the caller's identity before discussing protected student account information. While a proxy is someone the student authorizes to access certain academic or university records, proxy access does not provide access to Touchnet. To make payments, view billing statements, or access 1098-T tax information, an individual must also be added as an Authorized User in Touchnet.
- Select the authorization(s) for the proxy. Authorizations can be selected individually, or all authorizations can be selected by clicking on the Select All checkbox. If a prior proxy has been established, you can choose to copy their authorization(s) to the new user by selecting that person in the Copy Authorization drop-down. Once you have selected the applicable authorization(s), click Submit.
Note: By default, the system grants proxy access for 4 years, but it can be changed if necessary.
Activate your proxy account with the temporary password:
Following the student setting up proxy access the proxy will receive a few emails (two-three) instructing them on how to set up their account.
- Open the email with the subject: App State Proxy: Temporary Password for Activation and copy the initial password.
- Open the email with the subject: Complete Your Sign-Up: Activate Your App State Proxy Account and click on the temporary URL.
- This will display the Ellucian Banner Proxy website. Enter the initial password from the email and click Submit.
Create a New Password:
- Next, you will create your New Proxy Account password. Enter the email address associated with your account, the initial password from the email, create and confirm a secure password, and then click Submit to establish your new password.
- After clicking Submit, add the required information, such as address, to complete the account setup process.
You will receive an email with the subject: App State Proxy System: Login URL
After the proxy has completed setting up their account, specified individuals can access the student's information by contacting the office responsible for that record. The information options available are:
- Student Accounts
- Academic Records
- Financial Aid
- Housing
- Conduct
- Varsity Athletics
- Equal Opportunity/Title IX
- Disability Resources

Log-In Issues with Proxy (Formerly Parent Portal)
If a parent reports that the Parent Portal link is not working, advise them that the system has been replaced and provide the following guidance:
- The Parent Portal is no longer active.
- Their student must set them up as a Proxy User in AppalNet to regain access.
- The student should have received an email with instructions for setting up a proxy.
Parent PIN vs. Proxy Pass Phrase
If a caller says they have a Parent PIN but are being asked for a Pass Phrase, clarify the difference:
- The Parent PIN was assigned under the Parent Portal, which is being discontinued on January 9, 2026.
- The new Proxy Access system requires a Pass Phrase, created by the student during the setup process.
- The Pass Phrase verifies authorization for university staff to discuss specific account details with the proxy user.
