This Knowledge Base article explains how to enroll in a Payment Plan through the Touchnet Billing & Payment Center, including available plan types, eligibility requirements, and answers to common questions regarding plan management and adjustments.
Payment Plans
Payment Plans are available in the Touchnet Billing & Payment Center for Fall 2026.
- The enrollment fee is $40 per term (non-refundable).
- Payment plan amounts are calculated in real time based on current term charges.
- Any prior term balance will be added to the current term total.
- Students with a prior term balance of $500 or more are not eligible to enroll.
- Plan amounts update daily based on new charges, credits, or pending payments.
- Caller can view the plans at studentaccounts.appstate.edu > Billing & Payments > Payment Plans.

Enroll in a Touchnet Payment Plan (students)
- Login using the self-service option, appalnet.appstate.edu.
- In top menu, click on Payment Plans.
- The Manage Plans tab will be highlighted. Click on the yellow, Enroll Now box, on the right side of the screen.
- Select the correct Term and click Select
- The Touchnet Payment Plan will be listed with the Setup Fee, Required Down Payment and Installments. To view the Details, click Details. (The example listed below is not specific to your student. It is an example of a summer payment plan)
- Click Select to sign up for the Touchnet Payment Plan.
- Payment schedules will be displayed. At the bottom of the screen, you will have to choose whether you want to automatically make your payments or if you want to make the payments each month. Then, click Continue.
- You must pay the plan fees and down payment before enrollment can be completed. Select your method of payment and click Continue.
- The Payment Plan Agreement will appear on the screen. You must scroll to the bottom and select “I agree” to continue.
- Click Continue.
- The Payment Plan Agreement will be displayed. Select “I agree to the above terms and conditions” to continue.
- Click Continue.
- The Payment Receipt will be displayed. Please print for your records

Enroll in a Touchnet Payment Plan (Authorized User)
- Have the user access www.appalnet.appstate.edu
- Select "Parents/authorized users: Log into Billing and Payment Center."
- Log in using their credentials.

Common Payment Plan Questions
Why do I receive a billing statement if I’m enrolled in a payment plan?
Touchnet automatically generates a billing statement for any account with a balance, including those with active payment plans.
- If payments are current, the billing statement will display a $0.00 balance.
- If payments are missed, those amounts will appear as due on the statement.
Why did my payment plan amount increase?
Payment plan totals are updated daily based on new charges, credits, or pending financial aid.
Changes in financial aid can also impact plan amounts — for example, if previously listed aid expired or failed to disburse.

Can I have two active payment plans for one semester?
No. The Billing & Payment Center system only allows one active plan per term.
Each payment plan automatically covers the entire balance currently due for that semester.
Can I mail my monthly payments directly to the office?
No. All monthly installment payments must be made online through the Touchnet Billing & Payment Center.
Mailed checks will not apply to installment payments.
Can multiple Authorized Users make payments toward a student’s plan?
Yes, but this depends on who created the plan:
- If an Authorized User created the plan, only that user and the student can make payments.
- If the student created the plan, any approved Authorized Users can submit monthly payments.
